PRELIMINARY DEVELOPMENT OF POLICIES

While reserving onto itself the responsibility and authority to determine policies for the Agawam Public Schools, the Committee is earnest in its desire to seek the judgment and counsel of citizens, students, and staff members in the development of policies.

Accordingly, proposals for new policies or changes in existing policies may be submitted by any Committee member, Committee subcommittee, student, student organization, citizen, community group, staff member, or employee organization.

Final action on any proposal shall be taken by the Committee in accord with its policy on policy adoption. The Committee shall take action on most matters upon the basis of recommendations presented to it by the Superintendent.

When a policy is needed to set new and important directions for the school system, or when a proposed policy would substantially alter a major program or mode of operation, an ad hoc committee may be named to examine policy needs in depth and make recommendations to the Committee. Such committees may be appointed by the Superintendent or Committee and may be composed of persons representative of the administrative staff, instructional and non­instructional staffs, parents, students, and/or general community as appropriate to the policy area under consideration. Such committees will be given guidelines as to how and when they will make their reports.
